Rent Control?

Not in Texas. Here, apartment owners are able to set their own rental rates, no rent control laws apply. The client has the choice to accept that price, or look elsewhere for a rate more conducive to their lifestyle.

A few consideration points when a complex sets their rates are cost of living in the community, cost of conducting business, property operations, and nearby comparisons.
